another large measure of the equity financing, but is limited to the closing
days of the construction phase activity schedule due to consumer protection
laws in most states. Having said that, the condominium sales program
proceeds may be pledged to the lender for debt reduction (or what amounts to
the same thing) so as to induce the lender to make the development and
construction mortgage financing loan on a non-recourse basis.

commercial real estate syndications. Creating a tenants-in-common
fractional real estate ownership plan can be used to create another form of
an annuity - this one being supported by the investing-public as a syndicate
that provides at-risk equity capital funding as early as the
pre-construction phase. The TIC plan fractional real estate
syndication model is the remedy that will provide the most telling near-term
impact on the developer/promoter's proposal. These equity syndications
do not necessarily have to be created in a manner that reduces financial
investment leverage; far from it. The goal of every syndication is to
provide enough funding to:

initially,
provide enough capital funding so as to eliminate the need for
additional capital investment on the part of the developer; then

provide
enough capital so as to induce a construction mortgage lender to make
the construction mortgage financing loan on a non-recourse basis. Non-recourse
project financing is critical to developers seeking to build a
portfolio of facilities.

finally,
provide enough capital funding so as to replace the developer's seed
capital investment in the proposed project - thus leaving open the
opportunity for the developer to immediately take his/her money off the
table and commence development on his/her next project without delay.
