Rainmaker's approach is to first
undertake the market feasibility study and complete the entitlements review
pertaining to local, state and federal incentives and direct assistance.
In addition to the Low-Income Housing Tax Credit program, some senior housing
facilities can be programmed to take advantage of private activity bonds
financing. Some projects will qualify for the bonus depreciation expense
allowance, while others may qualify for the historical preservation tax
credit. In many areas, the project may qualify for financing pursuant to a
Tax Increment Financing Plan ("TIF Plan"). The sum total of
these statutory entitlements is to allow the consultant to create a structured
finance solution for the benefit of the client's project. This means there
will likely be multiple layers of financing in order to create the ultimate
level of financial investment leverage and investment risk management for the
benefit of the senior housing developer (or owner/operator as the case may be). The
